Indexing, then speed and mobile, then page structure, then Business Profile and reviews, then content. Doing content first on a site Google cannot crawl properly wastes months.
Set a review point
Re-measure after eight weeks using impressions, clicks and enquiries in Search Console. If impressions rise but clicks do not, the problem is titles and descriptions, not authority.
